Meeting Rundown
The Iowa Board of Regents will meet July 29 at the Board Office in Urbandale. Selected agenda items are outlined in brief below. Open session portions of the meeting will be livestreamed on the Board’s YouTube channel.
Meeting Background
The Board will spend the majority of the meeting in closed session evaluating the performance of the university presidents and executive director. End-of-year evaluations are critical to Board’s oversight of the universities and affect presidential compensation and critical university priorities.
The Board is scheduled to reconvene in open session at 2:30 p.m. to discuss budgets, administrative rules and policy manual revisions, among other topics.
FY 2027 Budgets
The Board will consider approval of FY 2027 budgets for the universities, the Board Office and the Iowa Lakeside Laboratory. In previous years, the three university presidents highlighted programs, initiatives and scholarships that demonstrate how the universities allocate their budgets to further their commitment to student success and enrich the lives of Iowans.
The yearly budgets include sections on the university general operating funds, restricted funds, athletics and residence system budgets, among other items. Discussion of the budgets is scheduled for 2:50 p.m.
Policy Manual Revisions
The Board will consider three changes to its policy manual as part of the consent agenda. These changes include raising certain purchasing thresholds, establishing prohibited contract terms and removing certain noncompete clauses in UI Health Care employment contracts to comply with House File 2254 (2026).
Further, a fourth change – the establishment of a standing Center for Intellectual Freedom (CIF) Committee – will be considered following discussion of the consent agenda. If approved, the CIF Committee will provide oversight of the Center on behalf of the Board and make recommendations to the full Board regarding the Center.
CyTown Update
ISU representatives, including University Counsel Michael Norton, will present an overview and update of the CyTown development near Jack Trice Stadium in Ames.
