Board of Regents Moves Forward with TIER Study

The Iowa Board of Regents today voted to implement the eight remaining administrative business cases presented by Deloitte, the consulting firm hired to improve efficiency on the three university campuses.   The business cases outline potential savings in Human Resources, Finance, IT, and Facilities.  The Board will issue an RFP for a consultant to assist in implementing three of the business cases:

  • Streamline processing of finance transactions (FN‐01);
  • Streamline the distributed HR model for transactional services (HR‐01); and
  • Streamline the distributed IT model for commodity technology services (IT‐01).

This action marked the conclusion of Deloitte’s work on Phases 1 and 2 of the administrative review. “I believe Deloitte has made a strong case for transformation and I would like to thank the Deloitte team for the many hours they spent on our campuses and for all their hard work,” said Regent Larry McKibben.

The Board of Regents will now issue an RFP for a consultant to complete Phase 2 of the academic review.  The Board has authorized the Executive Director to establish a selection committee and negotiate an agreement with the successful bidder.  “We remain committed to including faculty leadership at the universities in the selection process,” Regent McKibben said.

In addition the Board is issuing a separate RFP for a consultant to assist with implementation of the Sourcing and Procurement business case approved in August.  Finally, the Board will enter into a Professional Services Agreement with Ad Astra
