REAPS
Revenue Enhancement and Productivity Study
The REAPS initiative, created in December 2025, is a comprehensive review of revenue streams and cost efficiencies across the Regents Enterprise. Though Iowa’s public universities have ongoing revenue enhancement and cost-saving measures in place, REAPS was commissioned to enhance those efforts and work toward even greater efficiency gains.
Iowa’s public universities continue to operate with efficiency, ranking among the most cost effective four year public institutions in the nation. According to recent data, Iowa’s public universities maintain the fourth lowest administrative expenses relative to instructional costs nationwide.
