4.16 COVID-19 Exemption and Accommodation

  1. In addition to any other legally required exemption or accommodation, including, but not limited to those contained in Iowa Code section 94.2, an employee of an institution under the jurisdiction of the Board of Regents is legally entitled to an exemption or accommodation from any COVID-19 vaccine or face-covering requirement imposed or agreed to by a Regent institution based on a sincerely held religious belief, observance, or practice as provided under Title VII of the Civil Rights Act of 1964.  In accordance with the Federal Equal Opportunity Commission Compliance Manual, this includes any non-theistic moral or ethical belief, observance or practice which is sincerely held with the strength of a religious view.  An institution may decline to provide an accommodation or exemption for any face-covering requirement to an employee in any health care setting or operation, including but not limited to University of Iowa Health Care.

  2. An institution may require an employee to provide a written statement that the employee objects to receipt of a COVID-19 vaccine or face-covering employment requirement based on a moral or ethical belief, observance or practice which is sincerely held with the strength of a religious view.
