July 31, 2024 Meeting Preview

The Iowa Board of Regents will meet July 31, 2024 at the Board Office in Urbandale. The portions of the meeting will be livestreamed on the Board’s Youtube channel.

Meeting Background
Following last month’s passage of 2024-25 Tuition and Mandatory Fees and May’s appropriations actions by the Iowa Legislature, the Board’s midsummer meeting is primarily a review of FY 2025 Budgets for the three universities and the Board Office. These three actions, in concert with November’s forthcoming Comprehensive Fiscal Report, represent the vast majority of the Board’s financial reporting. 

FY 2025 Budgets
The Board will consider FY 2025 Budgets for the universities and the Board Office. The three university presidents will present FY 2025 budgetary slideshows for the Board’s consideration. In previous years, the presidents have highlighted programs, initiatives and scholarships that demonstrate how the universities allocate their budgets to further their commitment to student success and enrich the lives of Iowans. 

Personnel Appointments
The Board will consider the appointment of David Spalding, Raisbeck Endowed Dean of the ISU Ivy College of Business, as ISU’s Interim Senior Vice President for Operations and Finance. Spalding will assume the interim role from Heather Paris, who is returning to her permanent position as associate vice president for finance services. He also will retain his appointment as Dean of the Ivy College of Business but will temporarily leave his role as VP for Economic Development and Industry Relations. Rick Sanders, Director of the ISU Research Park, will assume Spalding’s VP for Economic Development and Industry Relations role on an interim basis, pending Board approval. 

Spalding and Sanders will hold their interim appointments until a permanent Senior VP for Operations and Finance is appointed. The search currently is identifying candidates. 

UNI Professional and Scientific Pay Structure
The Board will consider an update to UNI’s P&S Pay Structure. Occasionally, the institutions will alter pay grades, titles or classifications to better reflect local, regional and national employment markets. Similar updates to Iowa State’s P&S Pay Structures were approved at the June 2024 Board meeting
